We did an upgrade and this occured after the upgrade. Users lost their ring tones and cannot select the one they had before.

Hi Bill,
what upgrade did you do? Some upgrades (eg. 4.x to 6.x) you will lose custom ringtones, amongst other things.
Have you tried recreating the Ringlist.xml? and hopefully you have the original ringtones backed up somewhere. The following document might help.
