Error update user locale and network locale - CP8865 - cucm 11.5

Greetings,
I have a problem with the locale of the phones.
I have a cucm 11.5 and phones 8865 and 7821.
Up to now it has worked correctly and the phones have loaded the locale user and the locale network in Italian.
now instead the phones after they are reset no longer load the locale and remain in English.
The own certificates have been updated because they have expired and the new ctl files have been created. The phones register, take the configuration but the locale remains in English.
can you help me ?

Hi,

Can you try to download the XML file of the phone (http://
or hostname>:6970/SEP.cnf.xml) to ensure that the locale is
italian.? This will help us to confirm whether the XML file is incorrect or
the phone isn't working properly. If the XML file is good, we need to look
at CUCM traces to see if phone is getting successfully.

Sure, go ahead and delete the ITL file. The phone will reset and should
load the new locale.

This is how to delete ITL on the phone.

Hi Mohammed,

I tried following your advice but unfortunately it doesn't work.
the itl and ctl signature are the same as those of the server. I reset my phone but it still doesn't work. it always reports the same error.

I reinstalled the locale and it worked fine.
