Fast Busy on call forward from remote network

My network setup:

I have a 1760 behind a PIX515e which has a site-to-site VPN connection to an ASA5520 which has a 2821 behind it. The 2821 has a Voicemal Service Engine.

The 1760 is running CME 4.1. The subnet for this networ is 192.168.15.0

The 2821 is running CUCM 8.6. The subnet for this network is 192.168.63.0. The Voicemail subnet is 192.168.50.0.

I have the following on the 1760:

call-forward noan 6000 timeout 20

On both the 1760 and 2821, I have the following:

dial-peer voice 6000 voip

   session protocol sipv2

   session target ipv4:192.168.50.2

   destination-pattern 6000

   dtmf-relay sip-notify rtp-nte

   codec g711ulaw

   no vad

When a VoIP phone registered on the 1760 calls an extension registered on the 2821 the call rings out, but if there is no answer instead of going to voicemail, I get a fast busy. The same problem exists when a phone registered on the 2821 calls en extension on the 1760.

The 1760 can ping the 192.168.50.0 network. Voice calls work fine. I'm not sure why Voicemail isn't working.

Any help would be appreciated!

Can you please post the show run and collect the below while making one test call.

debug voice ccapi inout

debug ccsip message.
