FXO Gateway

We have to connect 28 POTS lines to Cisco System. Does 43XX series router support 28 port  FXO card ? Is there any separate router for 28 FXO ports or we have to buy 2 Voice gateway to full fill the requirements.

It seem that it can support only 12 FXO port on one router. So to full fill 28 ports requirements  we need to buy 3 X 43XX router ?

Does Cisco has separate FXO gateway which can support more than 20+ FXO ports ?
