I have CUCM Version 8.6.2 (7 Servers) and at one site that have h323 gateway (2900) I have FXO Ports to the PSTN that have the below configuration:
Voice-port 0/1/0
supervisory disconnect dualtone mid-call
supervisory custom-cptone XXX
no vad
cptone XX
timeouts interdigit 5
timeouts call-disconnect 5
timeouts ringing 15
timeouts wait-release 5
connection plar opx 1234
impedance complex2
caller-id enable
IOS 15.1.4
Outbound calls work fine
Inbound call : Caller hear ring tone but actually the phone with DN 1234 did not receive the calls.
I am getting the below disconnect code:
Aug 12 17:43:38.149: //676/7F42849383DD/CCAPI/ccCallDisconnect:
Cause Value=49, Tag=0x0, Call Entry(Previous Disconnect Cause=0, Disconnect Cause=49)
from show voice port :
DisconnectText=qos unavailable (49)
I reviewed the configuration and compared it to a running VGW in another site and there re no difference in HW ot SW.
Any idea what does this disconnect cause mean.

QOS Error Cause 49 indicates that the requested QoS cannot be provided.
Try removing the 'call fallback active' command or Configure "no call fallback" on the dial-peer and test a call.

It worked after I disable fallback on the dial-peer but I do not understand this behavior is this is a bug ?
