Gateway isdn -layer 1 deactivated

Hi,

I am facing an issue on router 2851 when  ever i am terminated my PRI on the router it is showing me layer 1 status is shutdown

i have checked all the configuration it is perfectly ok , no interfacce is shutdown

please suggest.............

Check cabling or complain to telco.
