Gateway time based dynamic port selection

Hello to everyone,

There is out there a way to to the following:

I am a customer who has 4 bri channels, where each channel has a line  with flat contract with x minuets per mouth. He would like to select  each channel in the way he use all the minutes he has per mouth. There  is out there a way to dynamic select each channel based on time ? I  suppose I should use a thirty-part software, you know someone ?

For now I used a trunk group with longest-idle, but my customer would like to be sure he use all the possible minuets.

IOS in itself cannot do this.

A custom TCL/IVR script would be needed.

And it would not be a simple one, as there are many variables and complications in the matter.

thank you really much. Can you please advice me a good book for starting  tcl scripting, or give me some web page where I can find more  information about this program language. Do I need a special license ?
