Go to your PLM to see the license information from your cluster, what you have bought/installed Vs. what you're using.

Assuming you no longer have any available licenses (which is most likely the case) you only have two options, either you remove the devices, or you buy licenses to cover them.

when we bought this 30 new unit phone it also come with UCMPAK license.

I already installed it in advanced on December 17.

Does it mean not enough ?
