So, I have a major issue getting an LMR to VOIP setup working.
I have an LMR radio connected to a NIM 4E/M module on a 4351 ISR. I can get traffic from the VOIP server out to the radio, but i cant not get it from the radio to the server.
After a lot of config changes and troubleshooting, it appears that the packets from the radio are being blocked by the NIM module. I believe its a threshold issue ( as in the minimal limit which the card must meet, to allow the packets to be passed, isnt being meet ), but i have set the threshold level as low as it will go. I have also tried disabling VAD, which cause no traffic to be seen by the NIM module.
When i do a debug VPM signal i get the following when traffic is passed from the radio to the VOIP server:

Any help with this would greatly appreciated. I have been working on this for weeks.
