Help with xcode issue: None of the codec type is G711x codec - codec1 11, codec2 11

So I was hoping maybe a second set of eyes would be useful here.

 

I'm running into an issue with one-way audio. I was able to track it down to the transcoder on the gw being unable to open a channel. What happens is an agent gets the call from CVP to UCM. This leg is 711u and utilizing an mtp resource. No problems there. Then the agent xfers back to cvp this is where the failure takes place. I see the failure happen the current mid-call invite is requesting g729r8.

 

This is what I see in CUCM traces:

So fast forward I'm able to capture it on the gw debugs. This is what I see.

Now this is where I'm having a problem. CUCM is looking to program the transcoder to support g729 to g729. As codec1 & codec2 is 11. 11=g729.

 

Why is CUCM even trying to invoke a xcoder here between two 729 legs?
