How do you explain SIP Preconditioning?

Could someone explain me what is the term preconditioning is SIP means to? I am preparing for an exam and looking forward to understand this with layman term definition. Thanks.

Before you make an attempt to under SIP preconditioning, I would suggest you to first go through Locations CAC and RSVP, if not checked before. Below doc has defined the subject concisely. Let us know if you have any questions thereafter.
