Does any of you know if it is possible to set a maximum duration time for calls in CME 4.1?
If it is possible it can be done by phone or by specific dialing ?

You are looking for a way to configure the Max Call Duration Timer. This service parameter I know is present in 4.1.X versions, you must verify the CCM version you are currently running, this you will find it under, Service> Service Parameters>Clusterwide Parameters (Feature -General):
Maximum Call Duration Timer: This parameter specifies the minutes that a call can remain active before Cisco Call Manager clears it. A value of zero disables the timer.
This is a required field.
Default: 720.
Unit: min.
Minimum: 0.
Maximum: 35791.
