We have not been able to find a way to stop users from pressing a button and programming it with a favorite. We've tested this with removing any programming from a button and they can still press and hold the button to add a favorite. When they do this, we have found that not only can we not “see” what is programmed on that button in CUCM, we also aren’t able to make any changes to it. If the user wants us to make any changes in CUCM, the programming they did on the phone has to be removed first.
Cisco TAC has said this is working as designed but it has caused multiple problems with our ability to support our users. We are meeting with a Cisco engineer next week to review this issue again and hopefully make some progress with making changes for this in the future.
