I'm having some troubles and need to enable the field Setup non-ISDN Progress Indicator IE Enable into the MGCP GW configuration. This field is disabled and I cannot flag that.
How I can flag that field?

For full control of ISDN parameters, any many other things, use H.323 or SIP, not MGCP.
