How to make certain phones go out a different gateway

I'm using Cisco Call Manager 8.5.1.

I have 4 voice gateway and one of them is handling too many calls.

My question is what is the easiest way to have certain phones go out a different voice gateway .Example building A has 50 phone and building B has 50 phone. how can one go to Voice gateway 1 and one go to Voice gateway2

You need to have each gateway in a RG then in a RL

Then make  4 route patterns for each outside number , each RP will be in a different partition and each one will send to one of the created RLs

each group of phones will be in a CSS that have access to only one of the RP partitions
