inbound T38 faxing fails cause=65, outbound faxing works, SIP trunk

Faxing both directions was working.  SIP provider claims no changes have been made. And says 4431 cube is sending bye messages.

SIP ladders look similar for inbound failures and outbound successes. With the exception of the BYE message after the T38 transition.

Attached are ccsip all debugs of both examples.  Any help would be greatly appreciated!  pulling my hair out....

removed and re-added dial peers.  removed sg3 commands and added sip options-keepalive and dtmf-relay commands.  faxes are working.  carrier claims no changes, but i am doubtful.
