Hi,our ccm cluster has dedicated tftp, publisher. If I have to install the devicepack to ugprade the firmware, which server should I install? i am assuming that's the tftp server only, right? Thanks

It's a good idea to actually read the stuff that comes with software... :-)
If you ask such a question it would be helpful if you mentioned the release too.
Anyway, sorry, had a bad day. This might help you:
The following is mentioned in the CUCM 6.0 Device Pack Readme:
NOTE: Apply this patch to *all* of your Cisco Unified CallManager servers, beginning with the publisher server and TFTP server.
The readme's are at the same place as the device packs (software download center).
If you have separate tftp and publisher, I assume you have a big installation base. Do this upgrade only during off-peak hours in a maintenance window. It can take quite a while to tftp the firmware to all the phones.

In addition to the previous post, that procedure applies for all the Device Packs, no matter what release it is.
First PUB, reboot the server
then TFTP server, reboot the server
Finally the subscriber servers (one at a time)
