SCCP and SIP phones operate very differently when it comes to dialing. I'm actually surprised you could set up the SCCP phone with an Intercom on Line 1, but wonders never cease with this system.
For the behavior you are describing, rather than Intercom you will want to set Line 1 as a PLAR/Hotline for the SIP Phone. If you need the target of the PLAR to go offhook when the PLAR is activated, you can set that DN to "Auto Answer with Speakerphone".
