International dialing from analog phone get reorder tone then goes through on VG224

We have an issue dialing international numbers from a SCCP connected analog phone connected to VG224. We  dial international number we hear a reorder or busy tone but if you stay on the line long enough(6 seconds) the call connects and goes through. When i dial from same dn configured with same CSS's on IP phone it works as it's supposed to.  I don't hear a reorder tone just connects the call. Long distance and local calls work normal. Is there anything special in the VG that needs to be tweaked?

Fixed my issue after upgrading to a newer version of IOS. Works now on

vg224-i6k9s-mz.151-3.T3.bin
