International On-Net calling between USA and UAE-Dubai / Saudi Arabia-Riyadh

Client looking to implement a new on-premises solution in the United States and wants the option to extension dial to offices in Dubai (running a Cisco On-premises solution) and Riyadh (running Avaya on-premises solution).  Are there any international laws that do not allow this type of functionality?

Hi,

The laws in Saudi and UAE are same. As long as you are within CUG (closed user group) there are no restrictions. This means that for users inside the organization premises in UAE and Saudi  can call any other office without restrictions on audio (video calling have restrictions in UAE over MPLS and need specific license). 

TEHO isn't allowed for calls initiated from UAE and Saudi offices. However calls routed over Saudi and UAE PRIs/SIP to PSTN are allowed. This means that a user in UAE calling US PSTN number has to break out from UAE gateway but a user in US office calling UAE PSTN number can breakout from UAE gateway.

The tricky part is for Jabber users initiating calls  while they are at remote offices or roaming outside the country. For example a UAE user traveled to Germany (no office in Germany) when he calls US PSTN number, is he part of UAE office and have to breakout from UAE gateway or since he is outside the country can use TEHO and breakout of US.

There is no clear answer for this in TRA regulations. You need to take a call on how to consider this (go safely or take a risk or engage a legal entity which can go through this exercise)
