Hi Guys,
I am doing tests in the lab and I have 02 IP Phone 7970 that register in CUCM, but, don´t register in CME. I did factory default, delete of credentils, any other try, but, don´t work. Any have idea about this?

make sure the IP Source address is configured correctly.
and check the DHCP pool and do create cnf files .

If you are using a SIP load out, make sure your timers in CME are set correctly as well.

Which protocol are you using to register the phone on CME ( SCCP or SIP) .
When you say you are moving your phone from CUCM to CME , instead of doing factory restore on the phone , just delete the security settings , this will allow the phone to register to different server at the same while retaining the firmware on the phone and thus preventing any additional need to download the firmware.
From there on you can use the following guide, which will you provide with you will all necessary commands to register your phone to cme :

Hi Guys,
The all configuration was correct. After many resets the IP Phone 7970 registered in CME 8.6.6

When registered to CUCM 8.x or later, the IP phone downloads an ITL file which is used to authenticate the cluster to which he is registering. This way the IP phone won't register to another CUCM or CME.
You can't register your IP Phone to CME without deleting the ITL file of the CUCM cluster.
(this behavior is by default unless you enabled the "Prepare to rollback to pre-8" parameter.
But sure, factory resetting the IP phone will erase inter alia the ITL file that's why it finally registered.
