Hi Sahil,

You can add a phone only when PUB is UP.

If Publisher is down, u won't be able to add a new change and also not able to make any changes except UFF[user facing features]

It is better to add your phones via your publisher, but yes it is possible

Do you know anything about your CUCM? Have you added a phone to your CUCM before? It is very simple..Go to your publisher admin page and add the phone..or go your subscriber admin page and configure the phone
