IP Phone to IP Phone busy signal when call is answered

Hi All,

I am running into an issue at a customer. We recently upgraded to 8.6.2 using firmware firmware 9-2-1S

When some users call between phones at their site the phone will ring but as soon as you answer  it you get a busy signal.

if we reset the phone it goes back to working. its not all phones. it seems to be random at the moment.

during the same period you can call those phones from a phone at another site and it works just fine

any suggestions?

Do you check the device pools and relation between the regions?

i did the following things and hopefully it cleared up everything

there was only 1 region, the default one.  So i created a new region and made sure the codec was the g711 option.

i then updated all device pools to use that region.

I also made sure each device pool had a media resource list assigned to it.

I rebooted all servers also

so we'll see if that clears it up.
