IP Phone trade in / Migration Incentive Program

I seek help from the community around a question raised by my customer regarding IP phone trade-in.

They have around 100 IP phones that they wish to trade in and I have been led to believe that the Trade in program was retired at the start of FY2018 - is this true? If so is the alternative the Migration Incentive Program? Are there any links or guidelines on this Program?

The follow on to the above is can the customer use the Trade in discount / Migration Incentive program to purchase products from another product line? i.e. Telephony to Router/switches?
