IP phone user requests to call outside

Hi,

A customer has IP phones not able to call outside.

To be able to place outside calls, the customer wants these users to call the operator and ask for the "outside line". Once they hear for outside dialtone the can place the call.

Does anyone knows if this is a possible feature? If yes how can this be implemented?

CUCM only provides FAC and CMC to limit calls to the outside
