I have question about IP phones sometimes someone knows the difference between an IP phone unlicensed and licensed ?

In CUCM appliances all the phones need to have DLUs (Device Licence Unit) in order to be registered and work.

because you can buy without a license and IP phones that cost 300 or 400 euros less

Yes, but the licensing is not enforced in the phone. It's enforced in CUCM and if you don't have DLUs you can't register them.
