CAN ANYONE TELL ME WHAT THES DEBUG ERROR MESSAGES MEAN. ALSO HERE IS MY IAD CONFIG AS WELL. NEED HELP PLEASE!

Looks like you there is a Q921 message coming using and undefined protocol value. This likely does not correspond to any standard message type based on the configured ISDN switch type.
You may have a ISDN switch type mismatch, or the external device may be sending some kind of proprietary or corrupted messages. What are you connecting the router to ?
The packets are coming at exactly 1 second intervals so the Service Provider might be able to tell you what they are.

By any chance is one side configured as QSIG and the other side is a different type of ISDN switch type? This might explain the protocol errors.
Otherwise you might need to get some help off 3Com to explain why a) they are sending this undefined message or b) what message from the Cisco IAD is triggering this response from the 3Com.
