I have a 2821 ISR router running CME 8.6, but I appear to be missing something in the configuration because the first test phone that I am attempting to connect to the system is hanging at "Registering". It's getting a DHCP address from the server, but hangs after that.
Is there a debug command I should be looking at?

Do you have option 150 set on dhcp server for tftp server?
Have the ephone configured with right MAC address, telephony-system, etc?
This Document is a good starting point,

Try running these debugs and check
debug ephone detail
debug tftp events
debug ephone register
debug ephone error mac-address
Check the following options before doing
Option 150 (TFTP IP address ie CME IP address)
Telephony should
ip source-address
Also try manually registering this phone by setting manual ip address, Subnet, default router, TFTP Server and check if properly getting register.
