Is Cisco IP Phone 7962G compatible with CallManager 4.1(3)? If yes, how do I add the configuration for this phone to Call Manager?

Yes, but you need at least CCM4.1(3)sr5b, I'm using CCM 4.1(3)sr6.
Go to Device->Add new device->Select the model and configure the values (MAC, Dev Pool, DN, CSS, Partition, etc).

Just 4.1(3)SR5 is not enough, you need a minimum DevPack.
