I'm still using the Right-To-Use (RTU) method on my ISR4K series and my IOS XE version 3.x.x.
What I want to ask:
- Is there a limit of RTU sessions? example 300 users ?
- If I upgrade to 16.9, can I still a traditional license?
Because I plan to still use traditional and I need a call session of 300 users.

There is no limit on number of RTU call sessions as such. The limit is based on the specific hardware.
Version 16.9 is the last version that you can use with traditional license.
