JAbber 11.8 Photos

I have 2 users that are set with the same UC service profile and the same Jabber 11.8 for windows version. However one person can see the contact photos for people but the other cannot see the photos. We have verified the jabber-config.xml file is not specifying anything for the contact photos. Has anyone ever run into anything like this?

Have the person not working to right click a contact and click view profile. Do they see the picture now?

No the do not see the picture when they right click and select view profile. We updated them to Jabber 11.8.4 but this did not change the behavior.
