You must first download the specific country locale from CCO and upload to any node of your cluster.

i have the locale installed, i need to switch to it on the CCMAdmin, is it on the OS administration or enterprise parameters ??? i looked but coudlnt find where

If you want to enable it on all the phone, do it at the "Enterprise parameters" > "Localization parameters" :

Default network locale + default user locale

This requires a reset of all the devices to take effect.

would this affect the administration page without affecting the phones ?

In order to apply the new enterprise parametres, you will have to reset all the phones.
