Is there any workaround or solution available to this problem? Is it possible to use least cost routing for Site A and Site B number so it will local call for us from Site C .
Site A number range is +63,Site B Number range is +61 and Site C is +91 but Site C needs to use Site A number range and the calls should be considered to local calls.So please let us know the possible ways.

if my understanding is correct ... what you want is: a call from Site C to +63 range should go to Site A, via VoIP, and leave the PSTN as a local call ... the same to +61, but via Site B.

Hi Eswari,
As suggested by Marcelo, the concept is called TEHO. The best practice is to globalize your DIDs through called/calling transformation patterns at the gateway level.
The next step will be using a combination of route-patterns, CSS, PTs to route the calls based on the called number out of the right gateway.
The main challenges I saw with TEHO were :
1. CDRs to be able to trace calls and get call logs correctly
2. Local capacity of each gateway/trunk to make sure that you aren't overloading some sites and causing calls to be dropped
