Licensing Inquiry for 2921 router and 7911 phones

Do I need to buy a license with the 7911 phone if I have a 2921 router with UC Bundled w/ PVDM3-32,FL-CME-SRST-25, UC License PAK? If I will buy additional license like this L-FL-CME-SRST-25= will my license extend to 50 phones?

As often asked, had you searched before asking.

Cisco requireres that CME is used with two separate paper licenses. One  for the router, with the P/Ns you specified above, and one for the phone, with a P/N that changes for each phone module, even if the cost is the same.

Does it mean if you don't have this paper license the you can register up to the supported number of ip phone units and still work?
