LPCOR support for 3905 phones

I have a CME site with all 3905.

Recently discovered that Cisco SIP phone 3905 does not use the hardware resources on the gateway for conferecing but uses the internal hookflash mechanism for conferecing upto 3 parties into a call. This is a major problem for Indian customers especially when the CUCM is in foreign country. As per the regulation, we cannot conference / tranfer the PSTN call with any user outside the country.

If anybody has come across this bottleneck, please advice me on the workaround.

Using 3905 phones on CME 9.0, LPCOR doesn't work.

After implented LPCOR, CME shouldn't allow the conference through IP/ SIP trunk. However, this fails.
