Can I use MGCP if i have a T1 CAS circuit termination on my gateway?

Yes absolutely you can use MGCP with T1 CAS. In the CallManager select CAS as the protocol.

How would it backhaul q931 messages, there are no q931 messages on a T1-CAS.

q931 does not apply to CAS

You are correct.
T1CAS uses other signalling we actually support E&M wink start and dealy dial.
Note that when using 6608 Blade with T1 CAS configured the signalling will be as follows:
PSTN --> T1 CAS -- 6608 --- ISDN Q931 BH Messages to CCM.
The blade will convert ISDN Q931 BH messages from|to CCM into CAS messages.
