customer of mine has this old version of CUCM

Now I have to sell him license to migrate CM from 4.1 to 8.6. As far I know I should quote MIG (9x3) license.
Customer has 169 IP PHONE Registered but he want put on CM other 100 user coming from an old Alcatel PBX (it will be no longer used)
So my question is how many MIG license I have to buy in order to be sure that migration will go well
