Multi Tenant CUCM and Unity Connection 12.x design guide

Customer has purchased a CUCM/UC 12.5 for a on premise Cluster.   Customer has 30 sub-companies.  They wish to create their own HCS platform.  Each sub-company is to be a "tentant" on the CUCM/UC cluster.   Is there a Design or SRND that shows examples of Multi-tenant implementation?  I have seen the question posted in 2012 I was hoping for a updated guide to set up Multi tenant.

How much autonomy does each sub-customer need, for example will they be administering their own part of the system?  If it's going to be centrally administered then it may not need to be strictly multi tenant, I have seen business centre installs for example using normal Callmanager.

ALL sub-customers are to managed from one "Team". Each sub will not manage their own endpoints etc.
Normal Call Manager. No Management application (Kurmi or VOSS etc)
