Need to setup outbound calling for a SIP trunk

I need to find out how to allow our IVR system to make outbound calls.  Currently our IVR can receive calls through a SIP trunk, but it hasn't been setup to make any outbound calls yet.  If I dial the route pattern for the IVR I'm taken straight to the IVR, but I don't know how to allow this to make external calls.  We're using CUCM 9.1.2 with a 3rd party IVR system.

Would anybody know the steps I'd need for this, or if there is any documentation to make these kind of changes?

If it's integrated via a SIP trunk, it's the same as if it was CUC or any other CUCM you had with a SIP trunk.

Make a call from your IVR via the SIP trunk in a way your CUCM knows how to route it, and configure the significant digits and inbound CSS as required.

The config on your IVR, that's up to you, from the CUCM side, that would be the basic config you would start with.
