Hi All,
I have blocked toll fraud by OFFNET to OFFNET Transfer : TRUE in service parameters.
Now some phones need to transfer the calls as OFFNET to OFFNET.
Older days i have make customized softkey template for blocking Offnet to Offnet transfer.
But I found that some people use the settings button > directories >call log (missed,recieved,places calls list from phone) to make the call, because in the softkey configuration state ; CONNECTED TRANSFER= TRANSER** is mandatory .So ther is no use if we customize and delete the softkey from phone.
Anyway is there any solution for Make possible the offnet to offnet transfer for some phones only....?

Unfortunately the parameter is clusterwide:
Clusterwide Parameters (Feature - General)
And you cannot limit the transfer with a CSS as you use the same one from the line-phone.

Depending on your call manager version logical partitioning can be used in scenarios like this: http://www.cisco.com/en/US/docs/voice_ip_comm/cucm/srnd/7x/dialplan.html#wp1227959

Hi Joe...
For the specific users that we want to limit the transfer feature, we can go to the device------>directory number----->in the bottom of the page, you will find two fields :
Maximum number of calls :1
Busy trigger :1
These values mean that, if the user is connected with a call, he can’t neither make a new call nor receive other call.
is it right..?

Yes, that would make only 1 call work at any given time. No transfer, no conference. But that would be all the time for any kind of call.
If you're OK with that you can make the change.

Hi java,
Offnet to Offnet block open for particular phone is possible.
i make it block globally on service parameters by block offnet to off net: true
1.then create a partition.
2.take the CSS of phone want to enable off to off trnaser.
3.copy and rename and put the new partition on CSS top of the availabe list.
4.Take teh rote pattern for the phone we want open off to off.
5.put the new partion in parttions filed.
6.call classification ON NET.
7. apply the new css to the phone.
eventhough the off to off is block globally..
the calls will transfer from the new CSS appiled phone.
Try this and update me plz......................
