Offnet to Offnet Transfer Question

In our current environment, we have Offnet to Offnet transfers disabled in the Service Parameters options. Recently, we had a very senior level VIP call from his cell requesting to be transferred to another very senior level VIP's cell and, of course we could not make this happen. We also cannot allow the bulk of users the ability to do this so, my question is; Is there a way to allow Offnet to Offnet transfers for some (perhaps, using a passcode) while preventing everyone else from doing it?

You could try a route pattern with a prefix which is only accesible to certain individuals and change the call classification to onNet

Presumably all of the users can make outbound calls so this isn’t a normal COR situation.

The only unorthodox idea I can think of is to create a second loopback interface on the gateway so it has a second IP address. Then create a second SIP Trunk in CUCM to the gateway but flag it as an on-net destination. To that you could attach route pattern(s) with a unique prefix as Jaime mentioned. That’s an ugly workaround though.

It would be a lot easier to just tell the CIO they have to pick: allow off-net to off-net transfers clusterwide; or, tell the exec to make their own calls.
