I have a known good outside phone number that we used to be able to call from campus tha now no longer responds. It looks as if it is trying to make the call but I get no ring or any responce. This just started a week ago but I have made no changes that should have caused this.

Please provide "debug ccsip messages" from the CUBE (assuming there is CUBE here as you did not explain the full call flow) along with the number you are dialing.
