one of our secretry want to join the Manager on the internationl call. when she call to the internationl she can not transfer untill the person pickup. Is there any way before the person pickup she will trnasfer to the Manager. Please help?

No, as of now it is not possible with CUCM. I know other PBX's do have such functionality but CUCM doesnt have it yet. A workaround could be, secretary & manager gets on a call and then conference the international number on it. When the callee picksup the phone, manager speaks & secretary mutes herself.

If it's indeed a critical business requirement for your organization, You might want to reach out to Cisco's Channel Account Management ( CAM ) team to raise a PER request, so that developers can think of adding the feature in next release. You never know such feature development might already be in progress, which CAM can give you an update upon as well.

Thnaks man that why one of our costmer site were using AWAYA now they have came to our contract and we are dealing with CISCO, they were asking for me for this feature. but it is very strange for CISCO this feautrue is not availabel.

That's true & we know it's frequently asked about feature. The newer CUCM release might bring the good news for our customers.
