All 4 FXO lines are connected ?
All calls are not working ?
international Dial peer, remove [68]. its not expected by ISP. your translation is for removing 9. make changes on translation to match the dial numbers.

All 4 FXO lines are connected ? Yes , I can receive incoming calls
All calls are not working ? That's right
international Dial peer remove [68]. its not expected by ISP. your translation is for removing 9 and in the dial peer there is nothing to match 9 in the beginning.
your emergency Dial peer you use translation to remove 9 and your ISP is expecting 999. but it will send only 99.
which line should I change in the configuration ?

Can you please post the output from debug voip ccapi inout for outbound calls?
Your translation rule for prefix 9 looks quite odd, never seen a & sign used on the replace side in a rule. What is your intent with this rule?

@Roger Kallberg @Nithin Eluvathingal Many Thanks for your response, actually people are able to make outgoing phone calls but sometimes suddenly they are unable to make phone calls and they hear a busy tone while calling on landline and mobile numbers.

As @Roger Kallberg mentioned, your translation is looking odd. and you can share debug voip ccapi with us.
Please check the status of voice port after call disconnection. FXO disconnection issue is common in this region. we use custom cadence value for disconnect to work properly. check if the port goes ON hook after disconnection.

Please check the status of voice port after call disconnection. How do I do that do I need to run some show commands ?

"show voice port summary" will show the status of the Voice port.
please check if the FXO port goes on hook after the disconnection.

debug voip ccapi inout does not have any output , since the phones can make outbound calls I believe I will not be able to see any output.

Did you enable “terminal monitor” so that you get the output in your VTY session? Also make sure you don't have “no logging terminal” in your config as that will not let you see any output from debugs in the VTY session.
That debug should give you plenty output even if the call fails just because there are events between your phones to/from the gateway.
