i am having an outgoing voice problem.
when i start outgoing calls one out of five i cant hear the other party
i am having call cucm 8.0, voice gateway IOS 15.1
i have two identical voice gateways VG1 and VG2
i changed trunk configuration to point to to VG1 instead of VG 2 the problem solved
i went through VGs configuration
i found that VG2 (that causes the problem) is having a translation rule
voice translation-rule 1
rule 1 /987654/ //
rule 3 /87654/ //
while VG1(working with no problems) doesnt have this rule
could this rule causes the outgoing voice problem

I doubt if translation rule is the cause of this issue...Is this translation rule applied anywhere? Is it in use?

The rule itself does not do anything unless it is applied to something, since you did not post full config it is impossible to tell. Though I doubt it would cause the issue as described.
What type of trunks are connected to this GW? PRI, POTS, etc? Does the call even estiabish and then you hear silence?
Ensure protocol i.e. H323 is bounded to an interface.
