Outside dial tone after 9?

By default, we do not provide dialtone or outside dialtone. We have a few analog devices, third party modems, that apparently are programmed to dial 'nine' but will not submit the destination TN until dialtone is received. We created a specific partition for these devices with translation pattern set to "provide outside DT" and these devices CSS only include the specific partition. We only get the dialtone when a second digit is entered. Manually, calls process correctly but dialtone is not provided until the 2nd digit.

That means that the digit analysis engine finds that all the possible choices for those digits have the checkbox for the dial tone until the 2nd digit, review your dial plan to find out what you're matching with the first digit that doesn't have the option for the dial tone checked (or doesn't even have the option)
