Hi,

Yes, paging does require additional software ( could be any third party ). However, with cucm 9.x Cisco is offering Singlewire Informacast as well for paging. For all the details please check the following links

Regarding broadcasting message to mobile it should be possible, Informacst does offer this solution

Why we need to subscribe Singlewire software,wihtout third party subscribtion paging will not work.

Singlewire is the only paging software that Cisco officially supports. You can use any third party paging software that runs on Windows or any other platform. However, important point to remember is that CUCM does not have inbuilt paging functionality, you will need some third party software.

Yes, as i said CUCM does not natively support paging. Its only with cucm version 9.1 that Cisco started shipping Informacast DVD and stuff with every new install. You are right, without Singlewire Informacast or any other third party software paging will not work with CUCM.
