I have a CME(2851+VIC2-4FXO),phone(cp-7906) calling num=7580 call PSTN by 4FXO (voice-port 0/0/3) ,An outgoing call later, prompt busy tone.

Hi,
When a Power Denial is detected, that means:
1-Cable is not connected
2-Far end FXS is not providing power anymore
Those 2 are the most common I've faced. You better contact your Telco to check the lines.
