You mentioned CIPC, CUP and Voice gateway. I beilieve that your CIPC and CUP because they are pc applications will most likely be sitting on the data vlan. Can the vlans where your phones are on talk to the subscriber vlan? Are the phones reachable from the subscriber

If your phones are not configured to have DNS servers, and the CUCM entry is a hostname, the phones will fail to resolve the names of the CUCM servers and register to the TFTP address which is an IP address. It is likely your CIPC and CUP work because all your PCs have DNS servers, and possibly even the voice gateway or the voice gateway is pointed to CUCM using an IP address.
