From a 666 extension with local calls, the call can not be transferred to extension 665.

The only way to achieve that is to make sure your CSS cannot reach 665, or whichever DN you wan't to prevent calls from being transferred to.
There is no separate CSS for transfers, you use the same CSS for calls, which means you would be removing the ability to call that DN all together.
